At the same time, technological advancements and industrial innovations are reshaping national competitiveness and serving as key drivers of global governance modernization.

As one of the most significant events in China’s policymaking calendar, the Two Sessions not only set the direction for China’s economic and social development but also offer insights into the country’s approach to international cooperation and technological strategy. It is widely expected by?the international society?that China will further emphasise key priorities such as innovation-driven growth, digital economy governance, green transformation, and public health system development.

From an independent perspective, the policy discussions at the Two Sessions will likely reflect China’s commitment to holistic and balanced governance. They also provide indications of China’s progress toward engagement with the global governance system, highlighting its contributions to multilateral frameworks and collaborative initiatives. Looking ahead, China is expected to continue advancing its technological progress and governance modernization.

The InterAction Council is a non-governmental international organization composed of former heads of state and government. Established in 1983, the Council’s members regularly exchange views on critical global issues?and they propose recommendations and solutions aimed at fostering international cooperation.?As the Co-Chair of this organization, I have consistently emphasized that effective global governance should be guided by a broad and inclusive vision, underpinned by technological innovation and strengthened through multilateral collaboration. Only through such an approach can a more open, inclusive and mutually beneficial international governance framework be fostered.

Technological innovation in global governance transformation

Technological progress is a key driver of economic growth and a crucial factor in shaping the future of global governance. The rapid development of new-generation technologies, artificial intelligence?(AI), big data, and green innovations is prompting significant shifts in government policymaking and international cooperation. Within this evolving governance framework, technological innovation plays a pivotal role by supporting the development of international norms and enhancing institutional resilience. While safeguarding national progress remains essential, it is equally important to uphold the broader public interest.?

This integrated approach ensures that technological advancements contribute not only to national development but also to the creation of a more inclusive and sustainable global governance system.

For instance,?the integration of big data and?AI?enhances risk management and crisis response capacities. Digital governance not only improves decision-making processes at the national level but also fosters cross-border information exchange and cooperation, thereby supporting more effective global governance.

To provide another instance, the development of low-carbon technologies, clean energy solutions and environmental protection initiatives offers sustainable pathways for economic growth. China’s experiences in green technology development provide useful case studies for international environmental cooperation, encouraging joint efforts toward a more sustainable future.

In this context, China’s technological advancements—rooted in its unique development experience—have gained growing recognition on the global stage, by emphasising both innovation and cooperation.

Digital governance and cross-border collaboration

Globalization has facilitated the cross-border flow of information, resources?and technology, fostering deeper interdependence among nations. However, emerging challenges—including economic shifts, cybersecurity concerns, environmental sustainability and public health crises—highlight the increasing complexity of today’s global landscape. These developments underscore the importance of cooperative approaches that prioritize long-term stability and shared prosperity over unilateral actions or zero-sum competition.

Global challenges require collective responses, as no single country can address them alone. The future of global governance will be shaped by the interplay between technological progress and multilateral collaboration. As advancements in artificial intelligence, digital governance and green technologies continue to evolve, nations will have new opportunities to enhance cooperation and promote sustainable development.

Key trends in global governance include strategic coordination, cross-border innovation, digital and green development, and public health cooperation. Countries should collaborate to create inclusive and fair policy frameworks that address transnational challenges. Integrating digital tools with sustainability goals fosters resource optimization, while strengthening health security cooperation enhances global preparedness.?

Consensus-building is essential for multilateral cooperation. By leveraging international platforms, nations can align strategic interests, coordinate policies, and establish long-term collaboration mechanisms. A governance approach rooted in inclusivity, transparency, and shared responsibility promotes a stable and cooperative international order, driving the development of a more innovative and sustainable global governance system.

Against this backdrop, China’s role has become increasingly significant. The country has made remarkable progress in key technological fields, demonstrating its commitment to self-driven innovation. By advocating for openness, inclusivity, and mutual benefit, China has injected new vitality into global governance. At the same time, China’s experiences in areas such as digital economy development and green transition are gradually providing valuable references for broader international discussions, offering insights for the evolution of global governance frameworks.

I encourage and hope that China will continue to prioritise a balanced approach that combines innovation with openness. Through ongoing domestic reforms and active participation in international dialogue, I hope to see China in the future as a country contributing to the continuous refinement of global governance structures. The policies and strategies discussed at the Two Sessions will likely provide valuable insights into China’s evolving role in fostering an inclusive, stable and forward-looking global governance system.

The future of global governance lies in cooperation and shared progress, with technological innovation playing a central role in this process. By deepening its commitment to openness, multilateral engagement and innovation-driven development, China is now, I hope, positioned to make constructive contributions to the global governance landscape.
